Yes. The App is designed around bundled offline dictionary data and local caching. Some optional pronunciation or media-related behavior may require an internet connection.
The microphone is used only when you choose voice input. Speech recognition is handled by your device or operating system. You can deny or revoke microphone access in your device settings.
Use the app settings where available, or clear the app's data from your device settings. Uninstalling the app may also remove app-managed local data.
